yaffs: Improve debug chunk erased checking, change refreshPeriod

Normalise macro to YAFFS_CONFIG_ALWAYS_CHECK_CHUNK_ERASED.
This reduces performance so output kernel message warning this is enabled.

Change refreshPeriod to make it much slower.
